유대인들의 거부는 전면적이지 않음. (1-10) 하나님이 이방인들이 복음의 특권에 참여하도록 그들의 불신을 통제하심. (11-21) 이방인들이 교만과 불신을 경계하라는 경고를 받다, 유대인들이 한 민족으로 부름받아 하나님의 보이는 언약으로 다시 들어올 것임. (22-32) 하나님의 지혜, 선하심, 공의에 대한 엄숙한 찬양. (33-36)
