31장 교회 회의와 공의회

XXXI. Of Synods and Councils

1. For the better government and further edification of the Church, there ought to be such assemblies as are commonly called synods or councils.^a

1. 교회를 더욱 잘 다스리고 더욱 세우기 위하여, 일반적으로 교회 회의나 공의회라고 부르는 그러한 회의들이 있어야 한다.^a

2. As magistrates may lawfully call a synod of ministers and other fit persons to consult and advise with about matters of religion;^a so, if magistrates be open enemies to the Church, the ministers of Christ, of themselves, by virtue of their office, or they, with other fit persons, upon delegation from their churches, may meet together in such assemblies.^b

2. 위정자들은 종교 문제를 협의하고 자문하기 위하여 사역자들과 그 밖의 적합한 사람들로 이루어진 교회 회의를 정당하게 소집할 수 있다.^a 그러나 위정자들이 교회의 공공연한 원수인 경우, 그리스도의 사역자들은 직무에 근거하여 스스로, 또는 교회들의 위임을 받아 다른 적합한 사람들과 함께 그러한 회의로 모일 수 있다.^b

23 And kings shall be thy nursing fathers, and their queens thy nursing mothers: they shall bow down to thee with their face toward the earth, and lick up the dust of thy feet; and thou shalt know that I am the LORD: for they shall not be ashamed that wait for me.

23 열왕은 네 양부가 되며 왕비들은 네 유모가 될 것이며 그들이 얼굴을 땅에 대고 네게 절하고 네 발의 티끌을 핥을 것이니 네가 나를 여호와인줄 알리라 나를 바라는 자는 수치를 당하지 아니하리라

역대하 19:8-11

8 Moreover in Jerusalem did Jehoshaphat set of the Levites, and of the priests, and of the chief of the fathers of Israel, for the judgment of the LORD, and for controversies, when they returned to Jerusalem.

9 And he charged them, saying, Thus shall ye do in the fear of the LORD, faithfully, and with a perfect heart.

10 And what cause soever shall come to you of your brethren that dwell in their cities, between blood and blood, between law and commandment, statutes and judgments, ye shall even warn them that they trespass not against the LORD, and so wrath come upon you, and upon your brethren: this do, and ye shall not trespass.

10 무릇 어느 성읍에 거한 너희 형제가 혹 피를 흘림이나 혹 율법이나 계명이나 율례나 규례를 인하여 너희에게 와서 송사하거든 저희를 경계하여 여호와께 죄를 얻지 않게 하여 너희와 너희 형제에게 진노하심이 임하지 말게 하라 너희가 이렇게 행하면 죄가 없으리라

11 And, behold, Amariah the chief priest is over you in all matters of the LORD; and Zebadiah the son of Ishmael, the ruler of the house of Judah, for all the king's matters: also the Levites shall be officers before you. Deal courageously, and the LORD shall be with the good.

11 여호와께 속한 모든 일에는 대제사장 아마랴가 너희를 다스리고 왕에게 속한 모든 일은 유다 지파의 어른 이스마엘의 아들 스바댜가 다스리고 레위 사람들은 너희 앞에 관리가 되리라 너희는 힘써 행하라 여호와께서 선한 자와 함께 하실찌로다 하니라

14 Where no counsel is, the people fall: but in the multitude of counsellors there is safety.

4 And when he had gathered all the chief priests and scribes of the people together, he demanded of them where Christ should be born.

1 I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;

1 그러므로 내가 첫째로 권하노니 모든 사람을 위하여 간구와 기도와 도고와 감사를 하되

2 For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.

2 임금들과 높은 지위에 있는 모든 사람을 위하여 하라 이는 우리가 모든 경건과 단정한 중에 고요하고 평안한 생활을 하려 함이니라

2 When therefore Paul and Barnabas had no small dissension and disputation with them, they determined that Paul and Barnabas, and certain other of them, should go up to Jerusalem unto the apostles and elders about this question.

2 바울과 바나바와 저희 사이에 적지 아니한 다툼과 변론이 일어난지라 형제들이 이 문제에 대하여 바울과 바나바와 및 그 중에 몇 사람을 예루살렘에 있는 사도와 장로들에게 보내기로 작정하니라

4 And when they were come to Jerusalem, they were received of the church, and of the apostles and elders, and they declared all things that God had done with them.

4 예루살렘에 이르러 교회와 사도와 장로들에게 영접을 받고 하나님이 자기들과 함께 계셔 행하신 모든 일을 말하매

22 Then pleased it the apostles and elders, with the whole church, to send chosen men of their own company to Antioch with Paul and Barnabas; namely, Judas surnamed Barsabas, and Silas, chief men among the brethren:

22 이에 사도와 장로와 온 교회가 그 중에서 사람을 택하여 바울과 바나바와 함께 안디옥으로 보내기를 가결하니 곧 형제 중에 인도자인 바사바라 하는 유다와 실라더라

23 And they wrote letters by them after this manner; The apostles and elders and brethren send greeting unto the brethren which are of the Gentiles in Antioch and Syria and Cilicia:

23 그 편에 편지를 부쳐 이르되 사도와 장로된 형제들은 안디옥과 수리아와 길리기아에 있는 이방인 형제들에게 문안하노라

25 It seemed good unto us, being assembled with one accord, to send chosen men unto you with our beloved Barnabas and Paul,

25 사람을 택하여 우리 주 예수 그리스도의 이름을 위하여 생명을 아끼지 아니하는 자인 우리의 사랑하는 바나바와 바울과 함께 너희에게 보내기를 일치 가결하였노라

3. It belongeth to synods and councils, ministerially, to determine controversies of faith, and cases of conscience; to set down rules and directions for the better ordering of the public worship of God, and government of his Church; to receive complaints in cases of maladministration, and authoritatively to determine the same: which decrees and determinations, if consonant to the Word of God, are to be received with reverence and submission, not only for their agreement with the Word, but also for the power whereby they are made, as being an ordinance of God, appointed thereunto in his Word.^a

3. 교회 회의와 공의회는 섬기는 권한으로 믿음의 논쟁과 양심의 문제를 판단하고, 공적 예배와 교회 통치를 더욱 질서 있게 하기 위한 규칙과 지침을 정하며, 잘못된 행정에 대한 이의 제기를 받아 권위 있게 판단할 책임이 있다. 그 결정과 판정이 하나님의 말씀에 부합한다면, 말씀과 일치하기 때문만 아니라 그것을 내리는 권세 때문에도 경외와 복종으로 받아들여야 한다. 그 권세는 하나님께서 말씀 안에서 그 목적을 위하여 세우신 제도이기 때문이다.^a

17 And if he shall neglect to hear them, tell it unto the church: but if he neglect to hear the church, let him be unto thee as a heathen man and a publican.

17 만일 그들의 말도 듣지 않거든 교회에 말하고 교회의 말도 듣지 않거든 이방인과 세리와 같이 여기라

18 Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.

18 진실로 너희에게 이르노니 무엇이든지 너희가 땅에서 매면 하늘에서도 매일 것이요 무엇이든지 땅에서 풀면 하늘에서도 풀리리라

19 Again I say unto you, That if two of you shall agree on earth as touching any thing that they shall ask, it shall be done for them of my Father which is in heaven.

20 For where two or three are gathered together in my name, there am I in the midst of them.

15 And to this agree the words of the prophets; as it is written,

19 Wherefore my sentence is, that we trouble not them, which from among the Gentiles are turned to God:

24 Forasmuch as we have heard, that certain which went out from us have troubled you with words, subverting your souls, saying, Ye must be circumcised, and keep the law: to whom we gave no such commandment:

24 들은즉 우리 가운데서 어떤 사람들이 우리의 시킨 것도 없이 나가서 말로 너희를 괴롭게 하고 마음을 혹하게 한다 하기로

27 We have sent therefore Judas and Silas, who shall also tell you the same things by mouth.

27 그리하여 유다와 실라를 보내니 저희도 이 일을 말로 전하리라

28 For it seemed good to the Holy Ghost, and to us, to lay upon you no greater burden than these necessary things;

28 성령과 우리는 이 요긴한 것들 외에 아무 짐도 너희에게 지우지 아니하는 것이 가한줄 알았노니

29 That ye abstain from meats offered to idols, and from blood, and from things strangled, and from fornication: from which if ye keep yourselves, ye shall do well. Fare ye well.

29 우상의 제물과 피와 목매어 죽인 것과 음행을 멀리 할찌니라 이에 스스로 삼가면 잘 되리라 평안함을 원하노라 하였더라

30 So when they were dismissed, they came to Antioch: and when they had gathered the multitude together, they delivered the epistle:

30 저희가 작별하고 안디옥에 내려가 무리를 모은 후에 편지를 전하니

31 Which when they had read, they rejoiced for the consolation.

사도행전 16:4

4 And as they went through the cities, they delivered them the decrees for to keep, that were ordained of the apostles and elders which were at Jerusalem.

4 여러 성으로 다녀 갈 때에 예루살렘에 있는 사도와 장로들의 작정한 규례를 저희에게 주어 지키게 하니

4. All synods or councils since the apostles’ times, whether general or particular, may err, and many have erred; therefore they are not to be made the rule of faith or practice, but to be used as a help in both.^a

4. 사도 시대 이후의 모든 교회 회의와 공의회는 전체적이든 개별적이든 오류를 범할 수 있으며, 많은 회의가 실제로 오류를 범하였다. 그러므로 그것들을 믿음과 행위의 규범으로 삼아서는 안 되며, 이 둘을 돕는 수단으로 사용해야 한다.^a

5. Synods and councils are to handle or conclude nothing but that which is ecclesiastical: and are not to intermeddle with civil affairs which concern the commonwealth, unless by way of humble petition in cases extraordinary; or by way of advice, for satisfaction of conscience, if they be thereunto required by the civil magistrate.^a

5. 교회 회의와 공의회는 교회에 관한 일만을 다루거나 결정해야 하며, 국가에 관한 세속적 일에 간섭해서는 안 된다. 다만 특별한 경우에 겸손히 청원하거나, 국가 위정자의 요청이 있을 때 양심의 문제를 해소하기 위하여 조언하는 경우는 예외이다.^a
