거듭난 그리스도인의 성품에 걸맞은 기질이 권장되다. (1-10) 이방인 가운데서의 거룩한 행실이 지시되다. (11,12) 백성이 그들의 세속 통치자에게 마땅한 모든 순종을 하라고 권면받다. (13-17) 또한 종은 그 주인에게, 그리고 모두가 고난받으신 구주의 본을 따라 인내해야 함. (18-25)
